Welcome:

We are very proud to be school governors of The Beacon CE Primary School, an outstanding school, recognised by OFSTED as such in 2014 and SIAMS in 2016.

On the 1st December 2017, our school joined the Liverpool Diocesan Schools Academy Trust (LDST). 

As a Local Governing Body (LGB), within the Multi Academy Trust (MAT), we have delegated powers under the LDST Scheme of Delegation to oversee the running of the school and have responsibility for day to day operational matters. Some of these powers have been delegated to committees or to the Headteacher but with the understanding that the ultimate responsibility lies with the LGB. 

The school is accountable to us as the LGB and we are accountable to the Board of Directors of the Trust

Governance arrangements – 2019/20 

Under the LDST Scheme of Delegation, our LGB consists of 13 members -

  • 2 Staff governors – Including the Head of School and 1 governor elected by staff
  • 4 LDST foundation governors - one appointed by the LDST and 3 governors appointed with particular reference to their Christian faith.
  • 3 Parent governors – elected by parents
  • 4 Co-opted governors – Including the Executive Headteacher and 3 appointed by the governing body 

Our foundation governors, together with other governors, have a responsibility to preserve and develop the school’s religious character in accordance with the principles of the Church of England. 

Our close links with St George’s Parish Church are a crucial part of maintaining, delivering and developing our Christian ethos and identity and ensuring that the school’s Mission Statement, Christian Values and Aims are embedded in all aspects of school life.

The SIAMS INSPECTION in March 2016 judged the school to be outstanding in all areas.

A Chair and Vice Chair are elected annually by the LGB and formally approved by the LDST. The Chair for 2019 - 2020 is Mr Neil Lockwood and the Vice Chair is Mrs Margaret Rowlands. 

The Clerk to the Governors, Mr Terry Brown, is employed through a Service Level Agreement with the Local Authority. The Clerk works closely with the Headteacher and Chair, arranges the agendas for the meetings, takes and distributes minutes and advises on procedural matters.

Committees 2019

The Governing Body has a number of committees who meet to consider different aspects of the school in detail. These committees work to agreed Terms of Reference and are accountable for their actions to the LGB and ultimately to the Trust.

The Christian Distinctiveness Committee: Ensures the vision and ethos of the school is consistent with the distinctive Christian vision of LDST.

The Finance and Premises Committee - The Committee is responsible for operating the Trust and school’s finance policies, for managing the school’s budget and for holding regular monitoring meetings. The committee also considers and monitors the premises and health and safety aspects in school.

The Staffing and Pay Committee – The Committee

  • is responsible for setting the overall staffing structure
  • monitors the appraisal of all teaching staff and agrees pay progression
  • agrees governors to appraise the performance of the Head Teacher annually and within pay limits decides on pay discretions based on this appraisal. The Governors are supported by an external advisor from the Trust.
  • agrees and monitors all Trust and school level staffing and pay policies

  • determines within statutory provisions the admissions arrangements annually and makes recommendations for changes to the governing body
  • agrees the Admissions Policy annually

The Discipline Committee - The Committee is the formal discipline committee which deals with matters of pupil exclusion and issues related to staff discipline. The Executive Headteacher or Head of School are not members of this committee.

Governance Review for 2018-2019.

Autumn Term

  • A full analysis of the school’s results, enabled the Governors to agree the School’s Improvement Plan for the coming year.
  • Headteacher’s Report for the summer term 2018 (including standards, safeguarding and attendance),presented and discussed at LGB.
  • Governors welcomed the new vicar from St George’s to the LGB, strengthening the links with our local church.
  • The Admissions Committee met for their inaugural meeting and agreed the criteria and policy for 2020-2021. This was formally agreed by the LGB and then shared with the LDST.
  • Website compliance was completed.
  • Governors became almost paperless within meetings– using Governorhub, and only having paper copies for tabled agenda items.
  • SLT regularly discussed plans and impact with the LGB – curriculum, Pupil Premium, standards and attainment.
  • A revised memorandum of understanding was agreed with our partner school, with both schools continuing to benefit from this relationship.
  • Staffing and Pay Governors met to monitor the school’s performance management and appraisal of teachers and agreed pay progressions.
  • Headteacher’s appraisal was completed with advice from the Trust Education Officer.
  • Pupil Premium Governor met with the Premium Pupil Lead to discuss the Pupil Premium Strategy and impact from previous year.
  • The Chair of Governors, Executive Headteacher and Head of School attended the LDST’s Vision Day.
  • Term dates for 2019-2020 were agreed

Spring Term

  • SLT and Parent Governor attended the first parent council/forum meeting, strengthening our relationship with stakeholders.
  • An informal External Review of Governance was completed. This enabled us to highlight areas of strength and areas for further development.
  • Governors completed the Headteacher’s half termly appraisal.
  • LDST in conjunction with governors formalised relationship with our partner school
  • Headteacher’s Report for the autumn term, including standards and attendance, presented and discussed at LGB.
  • A governor was involved in new staff appointments for September 2019 and governors were involved in the appointment of a TLR.
  • SLT presented standards updates to the LGB.
  • SLT gave a full overview of progress on School Improvement Plan (SIP) for 2018-2019 to the LGB.
  • Pupil Premium Governor met with the Premium Pupil Lead to discuss progress on the strategy, a report was tabled to the LGB. Impact of strategy updated on school’s website.
  • The Safeguarding Governor completed a Safeguarding Learning Walk including discussion with relevant staff.

Summer term

  • Safeguarding Audit completed, this confirmed that the school met its statutory requirements and our children are safeguarded to a high standard.
  • Headteacher’s Report for the spring term presented and discussed at LGB. 
  • A new Induction Pack for Governors was discussed and agreed, ensuring new Governors would be informed of responsibilities on joining the LGB.
  • Governors completed a self-evaluation exercise, supported by the Trust Education Officer. This enabled us to discuss and share our knowledge of our school including our actions and impact and inform our future development plans. Governors know our school well.
  • Governors completed a Learning Walk focused on Reading. This allowed us to see first- hand the impact of the SIP actions.
  • The extension to the Early Years building began.
  • Governors were involved in the SIAMs ‘Keeping on Track’ meeting. This found the governors to be effective in supporting the SLT on the strategic vision for the Christian Distinctiveness of the school.
  • SENDCo and Sports Lead reported to Finance Governors on the impact of the funding received, updated reports will be published on the school website.
  • At the end of the school year the Governing Body began the process of analysing assessment data for 2019 and agreeing the priorities for the 2019/20 School Improvement Plan. 
  • Governors continue to be fully involved and informed on the developments in the Liverpool Diocesan Multi Academy Trust.
  • Finance governors reviewed and agreed the budget for the academic year 2019-2020. This was submitted for formal agreement to the LDST as per Scheme of Delegation.
  • The staffing structure for 2019-20 was agreed.
  • Governors attended and presented awards at the end of year Awards Celebration.

Governors’ future plans

In addition to the established monitoring and evaluation schedule the Governing Body will also: 

  • Continue to focus on our pupils’ attainment and well-being.
  • Support and challenge on the school’s improvement plan
  • Continue to be involved in the development of the LDST
  • Focus on staff workloads and well being
  • Further develop link governor roles within the school and continue to engage in learning walks
  • Further develop our Christian ethos and relationship with St Georges church
  • Continue to develop and strengthen the working relationship with our partner school
  • Plan for the further extension to the school building to accommodate the increasing pupil numbers.
